The council introduced an ordinance Feb. 16 to sell the property to Caring Hands for $5,000. A vote will be held on the ordinance March 1.
Caring Hands was awarded a $276,000 PrimeWest Health Community Reinvestment Grant to fund the project.
The nonprofit had previously been working with the county to develop the facility, but the project stalled because of rising costs on a property that Caring Hands would not own, according to the report.
Pending approval of the sale, construction is expected to begin in the spring and be completed by September.
