Police then evacuated neighboring businesses and shut down a portion of Wilton Drive. Around 8 p.m., police were able to apprehend Mr. Koller and examine the package, determining it was not a bomb.

Mr. Koller faces three felony charges of threatening to use a weapon of mass destruction, aggravated assault with a deadly weapon and criminal mischief.
