Dr. Dowling had his license suspended by the Washington commission in September. He surrendered his license in California in October following an accusation of negligence, patient abandonment and violation of the telehealth statute, according to a Nov. 17 news release from the Washington State Department of Health.
In September 2022, the commission charged Dr. Dowling with unprofessional conduct after he allegedly did not review radiographs, perform a physical exam or review another provider’s physical examination for orthodontic treatment via telehealth. In addition, he did not maintain proper clinical records.
The suspension is pending further legal action, the release said.
