Robert Ulicki, 75, allegedly told an employee at an Aspen Dental office in Fort Dodge, Texas, that he knew how to make a pipe bomb and mentioned one being placed at the dental office. The incident allegedly happened in April. He was charged with threat, explosive or incendiary device and first-degree harassment.
