Iowa dentist fights for license reinstatement after disciplinary action in 3 states

Lake City, Iowa-based dentist Jack Elder, DDS, is fighting to overturn the Iowa Dental Board's decision to revoke his dental license after facing disciplinary action in three states, The Messenger reported July 12.

Dr. Elder was issued his Iowa dental license in 1972. He practiced in Minnesota from 1973 to 1984 before moving to Wisconsin and practicing there until 2006. He began practicing in California in May 2006.

Dr. Elder's Iowa dental license expired June 30, 2008. The Iowa Dental Board received his reinstatement application around Nov. 4, 2016, with information regarding disciplinary action against his Wisconsin license, according to court documents from the Iowa Dental Board. The board originally denied his application but reinstated his license without conditions in April 2018, according to The Messenger.

The Wisconsin Dentistry Examining Board held a hearing in November 2009 regarding allegations about billing irregularities and misrepresentations on Dr. Elder's California dental license application. The Wisconsin board revoked his license to practice in the state on Feb. 23, 2013, according to court documents from the Iowa Dental Board.

While practicing in California in 2017, the state's dental board filed charges against Dr. Elder for alleged negligence, unprofessional conduct, patient abandonment, failure to provide dental records, securing a license through fraud and failure to report out-of-state discipline, The Messenger reported. In November 2019, the case was settled by placing Dr. Edler's California dental license on probation for five years.

The Iowa Dental Board filed charges against Dr. Elder in January 2020 because of the sanctions on his license in California and voted to revoke his license in November 2020. The board agreed to stay the revocation and place his license on probation for five years, according to The Messenger.

The Iowa Dental Board indicated it planned to lift the stay on Dr. Elder's license revocation in December 2021 because he allegedly failed to comply with all of the terms of probation, The Messenger reported. A hearing was held in May in which Dr. Elder appealed the board's decision. After the hearing, the board revoked his license.

Dr. Elder is asking the Polk County District Court to review the board's decision and reverse the revocation, according to The Messenger. The Iowa Dental Board has not responded to his petition.
